What salary sacrifice is and how it saves money
In a salary sacrifice arrangement you agree with your employer to reduce your contractual gross salary by a set amount. In return the employer provides something instead, such as a bike, a tech device or extra pension. Because your taxable pay is lower, you pay less Income Tax and, usually, less employee National Insurance, and the employer saves NI too. The saving is only real if the benefit is something you would have bought anyway.
The saving is your marginal rate. In 2026/27 rUK the Income Tax bands are 20% up to £50,270 of taxable income (£12,570 allowance plus £37,700), then 40%, and employee NI is 8% between £12,570 and £50,270 and 2% above. A competent firefighter is in the 20% + 8% = 28% zone. A Station Manager above £50,270 taxable is in the 40% + 2% = 42% zone. Scottish taxpayers use Scottish bands, so the income tax part differs.
It is not a discount on the product; it is a way of paying for it from pre-tax pay. You still hand over the full cost over the agreement, minus the tax and NI you avoid. This means the true saving depends on your band, the interest or fees the scheme adds (some operate a hire arrangement) and whether you keep the item.
| Situation | Income tax | NI | Total saved per £1 |
|---|---|---|---|
| Basic-rate firefighter (up to £50,270 taxable) | 20p | 8p | 28p |
| Higher-rate (above £50,270) | 40p | 2p | 42p |
| Between £100,000 and £125,140 (60% zone) | 60p | 2p | 62p |
Rates from the site's 2026/27 tax data. Student loan repayments are also reduced because they are based on gross pay, which adds another 9p per £1 for Plans 1, 2, 4 and 5 if you are above the threshold.
Cycle to work: how it works and what it saves
Cycle to work lets your employer buy a bike and safety kit, then hire it to you through a salary sacrifice deduction, commonly over 12 months. At the end of the period the hire agreement ends and you may be offered the option to buy the bike. Many fire and rescue services run a scheme through a provider; check your intranet or HR pages for whether your service participates, the spending limit and the list of approved retailers. Search demand for cycle to work calculators is high, which is why we offer a cycle to work calculator.
Worked example: competent firefighter, £1,200 e-bike, 12 months. Sacrificing £100 a month. At 28% saved the true cost is £72 a month, or £864 for the year, a saving of £336. Station Manager above £50,270: the same £100 costs £58 a month at 42%, total £696, a saving of £504. Add a student loan on Plan 2 (9%): the basic-rate firefighter saves a further £108 (9% of £1,200), so the total is £444.
Scheme providers and employers in 2026 quote limits of around £3,000 or more, and some agreements cannot reduce your pay below the National Living Wage (quoted as £12.71 an hour from April 2026). We could not verify a single official cap from HMRC guidance, so check your own scheme's terms. There is also usually a limit on how many times you can use a scheme; ask your scheme administrator.

The Firefighters' Pension Scheme is a public-sector scheme: your contributions (11.09% to 17.09% in England, or 11.73% to 15.23% in Scotland on this site's data) are deducted before Income Tax through a net pay arrangement. You already get Income Tax relief at your marginal rate. You do not get NI relief on those contributions, unlike a salary sacrifice arrangement. Check with your service and pension administrator whether any local salary sacrifice option exists before assuming so.
If you want to boost your pension, the FPS offers added pension purchase in periodical or lump sum form, which you can pay for through your pay. That is separate from salary sacrifice and has its own limits, which vary by year; ask your scheme administrator for the current rules. We have not verified the added pension limits for 2026/27 in this guide. See firefighter pension contributions 2026 and the pension calculator.
Budget 2025 announced that from April 2029 only the first £2,000 a year of employee pension contributions made through salary sacrifice will be exempt from NI. That primarily affects workplace schemes that use salary sacrifice for pension, not the FPS.
Other schemes: tech, car, childcare and wellbeing
Depending on your service you may be offered salary sacrifice for a laptop or phone, an electric car through a lease scheme, a gym or wellbeing package or childcare arrangements. Each has different rules. Some may be taxed as a benefit in kind if not covered by an exemption, and car schemes have a company car tax charge for the driver. Ask your employer for a written illustration of the exact saving, and compare with buying outright from taxed pay or another finance option.
GOV.UK's note on the 2029 pension change says employees who sacrifice salary for Tax-Free Childcare or Child Benefit can keep doing so. If your income is close to the £60,000 High Income Child Benefit Charge threshold, an appropriate pension or charitable contribution can reduce adjusted net income; see the High Income Child Benefit Charge guide.
We deliberately do not recommend particular providers or products. Compare the total cost of the scheme's plan with buying yourself, and take into account hire charges, insurance, the employer's admin fee and whether leaving the service early triggers a payment.
The trade-offs: what a lower salary does elsewhere
Because sacrifice reduces your contractual pay, anything calculated from your salary may fall. That can include mortgage affordability, some statutory payments, and in some services life cover or death-in-service multiples if they are linked to pay. For the FPS, death grant and pension benefits are calculated from pensionable pay, so ask your pension administrator whether a sacrifice reduces pensionable pay before you sign.
Worked example: mortgage effect. A competent firefighter sacrifices £1,200 a year. At 4.5 times income a lender using the reduced pay of £39,158 instead of £40,358 would calculate £176,211 instead of £181,611, a difference of £5,400 in the borrowing figure. In practice it depends on how the lender treats the arrangement; some use pre-sacrifice pay, some use payslip figures. See the mortgage guide.
Sick pay and maternity/paternity. Statutory and some contractual payments use pay averaged over a reference period; a sacrifice in that period can reduce the figure. Firefighters normally have occupational sick pay, but confirm with HR how it is calculated. See firefighter sick pay and maternity and paternity leave.
National Minimum Wage and low starting pay
Salary sacrifice cannot take pay below the National Minimum Wage or National Living Wage for the hours worked. Firefighters earn well above this: a development firefighter's hourly rate of £14.40 (from 1 July 2026) is above the £12.71 National Living Wage quoted for April 2026, so the rule rarely bites. But part-time and on-call contracts can be different, so be careful if you are on low contracted hours.
Part-time firefighters should also check whether the reduced base pay changes retained or on-call payments calculated as a percentage of pay. See part-time pay and on-call pay. If you are on a trainee or development rate, the smaller absolute saving may not be worth the complexity.
Salary sacrifice versus other ways to save
Sometimes the tax saving is not the deciding factor. A bike bought on a 0% deal might beat a scheme with fees; an ISA can give tax-free interest; the Lifetime ISA offers a 25% bonus (up to £1,000 a year) for a first home, discussed in first-time buyer help. Compare the after-tax cost of each route on your own numbers.
If you are saving a deposit, treat cycle to work as a spending decision, not a savings product. It does not build savings; it reduces the cost of something you buy. For deposit planning use the overtime to deposit tool and the budgeting guide.
For those trying to keep taxable income down for other thresholds (Child Benefit at £60,000, Personal Allowance taper at £100,000), pension contributions and Gift Aid are the standard levers, not sacrifice. See the tax relief guide for reliefs that actually apply.

Ask HR or the benefits team for the scheme guide, the list of eligible retailers and the total cost illustration. Confirm the length of the agreement, what happens if you leave the service or go on unpaid leave, and how ownership works. Ask whether the salary reduction affects pensionable pay and death-in-service cover.
- Get the scheme terms in writing: limit, length, admin charges, provider.
- Work out your marginal rate (28% or 42% in rUK; Scottish rates differ).
- Use the calculator to compare the net monthly cost with buying outright.
- Ask whether pensionable pay, sick pay, mortgage evidence or life cover are affected.
- Check what happens if you leave, take unpaid leave or are on reduced pay.
- Keep the agreement and payslip evidence in case a lender asks.
Frequently asked questions
Do firefighters get cycle to work?
Many fire and rescue services offer a cycle to work scheme through a salary sacrifice provider, but it is set locally. Ask your HR or benefits team whether your service participates, the spending limit and the retailers. Savings come from Income Tax and NI relief on the sacrificed pay.
How much does cycle to work save a firefighter?
At basic rate you save about 28p per £1 sacrificed (20% tax plus 8% NI), so a £1,200 bike costs £864 in effective terms. At higher rate you save about 42p, so the same bike costs £696. Student loan repayments are also reduced by 9% if applicable.
Is the firefighters' pension a salary sacrifice scheme?
No. FPS contributions come off pay before Income Tax under a net pay arrangement, giving tax relief at your marginal rate, but not NI relief. Ask your service and pension administrator whether any salary sacrifice pension option exists locally before assuming so.
Does salary sacrifice affect my mortgage application?
It can. Sacrifice lowers your contractual gross pay, and some lenders assess affordability on the lower figure or count the sacrifice as a commitment. On 4.5 times income, a £1,200 annual sacrifice could reduce the calculated borrowing by about £5,400. Ask a mortgage adviser how your lender treats it.
Can salary sacrifice take me below minimum wage?
No. Your pay after sacrifice must still meet the National Minimum or Living Wage for the hours you work. Firefighters usually earn well above that (development rate £14.40 an hour from 1 July 2026), but check if you are on low contracted hours.
What is changing with salary sacrifice pension rules in 2029?
From April 2029 the Government will limit NI-free salary sacrifice for employee pension contributions to £2,000 a year, following Autumn Budget 2025. Income Tax treatment stays the same. This is aimed at pension salary sacrifice arrangements; cycle to work and childcare schemes are not affected.
Is salary sacrifice worth it for a development firefighter?
It can be, but savings are smaller in absolute terms, and your lower pay may reduce borrowing power or benefits calculations. Compare the after-tax cost with buying outright, check the National Living Wage floor and only use it for purchases you would make anyway.
