What the Promotion Prep Pack gives you

Promotion in the fire and rescue service is competitive, and most candidates are strong operationally. What separates a good performance is usually not knowledge of the job but the ability to show, with specific evidence, how you behave as a leader. This pack is a structured place to build that evidence, practise talking about it, follow a realistic plan and understand what the promotion is worth to you.

The frameworks it is built around

The NFCC Leadership Framework describes four leadership qualities: Personal Impact, Outstanding Leadership, Service Delivery and Organisational Effectiveness. It sets these out across four levels: firefighters; crew and watch managers; station and group managers; and area managers and above. The Core Code of Ethics has five principles: Putting our communities first, Integrity, Dignity and respect, Leadership, and Equality, diversity and inclusion. The Fire Standards Board publishes a Code of Ethics Fire Standard and two leadership standards, Leading the Service (FSC-LED01b) and Leading and Developing People (FSC-LED01a), that expect services to embed these behaviours.

We reference these frameworks because they are the public, sector-wide statements of what leadership is expected to look like. We do not invent competency lists, and we do not claim to know exactly what your service will assess. Some services use the framework directly, some map it to a local role profile, and role maps exist for each role. Read the candidate pack for your own process and treat this pack as a way to organise your evidence against it.

How to use the evidence bank

Start by choosing the level you are aiming for. Then write examples in the STAR format: Situation, Task, Action and Result, with a final line of reflection. Keep the situation short, spend most of your words on the action, and make the result specific. Panels want to hear what you did, not what the watch did. Tag each example to the quality or principle it best shows, and use the coverage grid to spot gaps. Aim for at least one strong example per leadership quality and per ethics principle, with a few that stretch across several.

The best examples come from real moments where you had a decision to make. Where things went badly, a candid account of what you learned is often more credible than a flawless story. The prompts in the builder are there to help you remember; they are not a list of questions you will be asked.

How to use the practice questions and rubric

The practice questions are grouped by level so a candidate for crew manager is not asked to think like a station manager. Each is tagged to a framework area. Answer aloud, ideally recorded, then score yourself on four criteria: structure and relevance, your own actions, the link to leadership and ethics, and outcome and reflection. The summary shows your weakest criterion and area so you know what to work on next. Self-scoring is biased, so ask a colleague, mentor or someone already in the target role to score you as well.

Twelve weeks is a guide, not a rule

The planner splits preparation into baseline, frameworks, two evidence sprints, two practice rounds, feedback, service knowledge, other assessment elements, a mock panel, a refine-and-rest week and assessment week. If you have less time, compress the evidence sprints. If your process includes written exercises, presentations or role-plays, use week 9 for them and adjust to the actual stages your service lists.

Knowing what the promotion is worth

The pay side compares three promotion routes side by side from your current pay point, with take-home change, pension band, break-even and extra take-home over your chosen horizon, then shows the pension effect in detail: extra contributions against extra pension built per year of service. It uses the same calculations as the free Promotion Pay Planner, which stays free to everyone, and the existing promotion calculator.

Practice answers with AI feedback

Each practice question has a box for your written answer, a four-part self-scoring rubric and a feedback button. The AI reads your answer against the rubric (structure and relevance, your own actions, the leadership and ethics link, outcome and reflection), gives a score out of five on each, points to the strongest part and names the one change that would help most. You can apply its scores to your rubric, then re-answer and compare. It is a coaching aid: it does not know your service's marking scheme and can make mistakes, so use it alongside feedback from someone in the role you want.

Frequently asked questions

Is this the real assessment or a list of real questions?

No. Every practice question is written for this pack and labelled as a practice question. Services set their own promotion processes and do not publish their questions to us. Use your own service's candidate information for what you will actually face.

Which frameworks does the evidence bank use?

The NFCC Leadership Framework (four leadership qualities across four levels) and the five principles of the Core Code of Ethics, alongside references to the Fire Standards Board Code of Ethics, Leading the Service and Leading and Developing People standards. Your service may use these, its own role map, or a mixture, so check your process documents.

Does it cover Scotland, Wales and Northern Ireland?

The frameworks referenced are English sector frameworks that many services elsewhere also use, but processes differ. The pay-impact planner supports Scottish Income Tax. Always follow the process of the service you are applying to.

Will this get me promoted?

No product can guarantee that. It helps you organise your evidence, practise and check the pay consequences. Selection depends on your performance, your service's process and other candidates.

Where is my data stored?

Your evidence, answers, plan progress and notes are kept in this browser on this device. Nothing is sent anywhere unless you choose to: asking the AI for feedback on an answer or a briefing sends that text (and your figures) to the AI service to write a reply, and Save to my account stores a copy in your account. Analytics record coarse buckets only, never your text or amounts. Clearing site data removes the local copy, so print or save your work regularly.

What happens after I pay?

Payment through Stripe unlocks the pack immediately, and you can pay as a guest. Create a free account afterwards to keep access on every device and save briefings. The pack is also included in the Serving Firefighter Bundle. It is one payment with no subscription.

Can I use it for more than one promotion?

Yes. Switch level between crew, watch and station manager and keep adding examples. You can compare three promotion routes side by side to see the pay and pension effect of each.

How does the AI feedback on practice answers work?

Type your answer to a practice question and press the feedback button. The AI is given your answer and the four rubric criteria and returns a score out of 5 on each with the strongest point and the one change that would help most. It is a coaching aid, not a prediction of how a real panel would mark you, and it can make mistakes. You need a free account to use it, and it counts towards your fair-use AI limit.

Which nations and pay scales does the pay side cover?

NJC pay points from 1 July 2026, England and Scotland contribution tiers and tax, Wales and Northern Ireland with your own contribution rate, and custom basic pay for London Fire Brigade or a local scale. Pension accrual uses each nation's FPS 2015 denominator.
